Annually, U.S. academic libraries spend $2 billion dollars to purchase materials. The escalating cost of information and the limiting rights that govern digital licenses have crippled the dissemination of scholarship. The creation of a universal digital academic library would shift control of scholarly goods back to higher education institutions.
