In 2009, the UNC Chapel Hill Board engaged an outside consulting group to look at ways to improve operational efficiency at the university. The "Carolina Counts" initiative was established to focus on ways to streamline the organization and work processes, reduce bureaucracy, increase workplace collaboration, and significantly reduce operational costs.
