Those behind educational institutions, including libraries, often view technology as an acquisition issue (how many computers to buy), a policy issue (Web filters and privacy), or an access issue. These are rational ways to frame the issue from an administrative perspective, but they fail to grapple with the way that learning itself changes when the learners are networked—not just to information but to each other. This talk offers a framework for thinking about learning as a networked phenomenon that goes beyond access to online resources.
