HawkTalk, an adjunct to mobile phone technology, was implemented by the University of Maryland Eastern Shore in 2006 with the aim of enhancing students' academic, information, social, and other communication needs while reducing student costs and allowing the university to carefully maximize its expenditure of scarce resources.
