This presentation will describe a successfully implemented staged model for pedagogically based blended learning using the Blackboard LMS and the concurrent institutional changes and community building that made the program possible. Topics will include faculty interest and incentives, the central six-month course development program, peer mentoring, student instructional technology tutors, the formation of an Office of Instructional Technology (OIT), and various initiatives and programs related to the initial faculty development program, including e-portfolio and curriculum-based initiatives, infrastructure improvements, and an expansion of technology training beyond Blackboard and Microsoft to Web 2.0 and cloud-based tools.
