In the early days of internet development, many universities were allocated large blocks of IPv4 addresses. A great number of those institutions use only a small fraction of those allotted to them. As the Regional Internet Registries have run out of new IPv4 addresses and the transition to IPv6 is not complete, growing networks still need IPv4 addresses. So a market has emerged. Policy, economics, and technology all support sales of IPv4 addresses, often for millions of dollars.
