Data management is the foundation for scholarly research. Publishers and funding agencies are increasingly requiring researchers to share their data. Having a data management plan fulfills federal agency requirements and makes it easier to use, but what are the issues to be addressed by data management plans? Who are the stakeholders? What are the costs? The key is the development of policies and processes for access, sharing, and preservation, including provisions for the appropriate protection of privacy, confidentiality, security, and intellectual property.
