Different Camps on the University Lawn: Student Privacy and Directory Information

Directory information is an often misunderstood part of the Family Educational Rights and Privacy Act (FERPA). The data elements included are generally not considered harmful if shared with the public; students are required to opt out of the disclosure rather than provide consent, as otherwise required in the statute (with certain exceptions). Postsecondary institutions face particular challenges when tracking students’ directory information opt-outs. Multiple campuses and siloed departments offer one set of challenges; multiple employment and student categories offer another. Further challenges are found when students travel between the categories of employee and student, especially in graduate education. A representative from the U.S. Department of Education Privacy Technical Assistance Center (PTAC) will discuss the importance of tracking student directory information opt-outs, ensuring compliance with student choices throughout the enterprise. PTAC resources and best practices from the field will be highlighted, and attendees will be encouraged to share their own strategies for safeguarding student privacy and directory information—no matter which “camp” students may find themselves in.
