Influence without Authority: A Project Manager's Conundrum

At its very best, a project manager's authority is temporary. At its worst, it is a hard-fought battle to help colleagues work together in a timely manner to achieve a singular goal. That goal may or may not be important to the individuals involved, so how do you, as an official or unofficial project manager, align people across functional units for a common goal and hopefully help them see the greater good?
