Institutions need to visibly and transparently balance and integrate the inherently competing organizational interests to improve decision-making. This capacity needs to be facilitated thoroughly and effectively. If not, the organization is at risk of simply automating existing practices, diminishing the opportunity to truly transform how we deliver value.

Outcomes: Explore the framework supporting the demarcation between the what, the why and the value the organization wants to deliver from the how it delivers system functionality * Identify and prioritize the initiatives you want to pursue and, more importantly, use empirical data to help choose initiatives to delay
