From Execution to Institution: Building PM and Change Infrastructure in Higher Ed Strategy (Oracle)

Strategic plans are only as effective as the infrastructure in place to execute them. This session examines how one institution leveraged its enterprise-wide Oracle Cloud implementation—including ERP, EPM, and HCM modules—as a catalyst for embedding project and change management functions across the institution. Without a preexisting Project Management Office (PMO) or Change Management Office (CMO), institutional leadership quickly identified gaps in alignment, risk management, and readiness—highlighting the urgent need for sustainable frameworks to support not only the digital transformation, but the full portfolio of institutional strategic initiatives. Using Oracle as a case lens, this session illustrates why higher education institutions must prioritize formal project and change management infrastructure from the outset of any major transformation initiative to operationalize and sustain long-term strategic execution.
