Strategic Shared Services by Design: Breaking Silos through EA and HERM Maturity Models

How can higher education institutions strategically design and govern shared services across institutional boundaries? This session presents the case of Nagoya University and Gifu University within the Tokai National Higher Education and Research System (THERS) since 2020, where the top management has been driving a cross-institutional transformation. Under this strategic initiative, we have already integrated access and identity management, HR/payroll systems, and learning management systems (LMS) based on the 2022 THERS Digital University Initiative Master Plan. In this presentation, we evaluate the progress and effectiveness of these shared service implementations using maturity models grounded in the Higher Education Reference Model (HERM), including their implications for data governance. As a result, we demonstrate how institutional silos can be broken by design, enabling sustainable, interoperable collaboration across universities.
