Cybersecurity Budget Transformation: Pre- and Post-Incident/Breach

Why do cybersecurity budgets increase significantly after a major incident or data breach, and what can we do about it? Clearly, information loss, regulatory fines, and post-breach legal battles incur major costs, and that certainly gets the attention of campus leadership. But, how can we proactively engage senior leadership, the president's office, and the board before we have an incident that hits the press?
