When it comes to higher education and IT policy, 2026 has seen colleges and universities “hurry up and wait” for cybersecurity requirements related to incident reporting, federally sponsored research, and student financial aid data. IT accessibility also returned to center stage as Biden-era regulations under Title II of the Americans with Disabilities Act (ADA) were set to take effect when the Trump administration released its own ADA Title II rule instead. In addition, the White House raised more questions than answers with its policy frameworks on artificial intelligence (AI) and national cybersecurity strategy, even as Congress struggled to find common ground on which to proceed in those areas.
