Rethinking Shadow IT: From Risk to Signal in Higher Education

Shadow IT is often framed as a problem to be controlled, governed, or eliminated. Yet despite increased awareness, policy development, and security investment, it continues to persist across higher education. This session reframes shadow IT not as a failure of compliance, but as a signal of unmet institutional needs. Drawing on research and practice, participants will explore how shadow IT emerges from gaps in trust, responsiveness, and alignment between institutional priorities and IT capacity. The session will examine how traditional approaches to governance and risk management often overlook the underlying conditions that drive shadow IT behaviors, particularly in an environment shaped by rapid adoption of artificial intelligence and other emerging technologies. Moving beyond problem identification, this session provides a practical framework for interpreting shadow IT as a source of insight. Participants will learn how to identify the signals embedded within shadow IT activity and apply strategies that focus on engagement, transparency, and relationship-based governance. By shifting from control to understanding, institutions can better align IT services with user needs while reducing unmanaged risk.
