Strategic Assessment of Cyber Resilience Using a Higher Education Reference Model-Based Framework

This poster presents a Higher Education Reference Model (HERM)-based capability maturity framework for evaluating cyber resilience in both centralized and decentralized higher education environments. Building on empirical findings from large-scale visibility efforts at Nagoya University (a decentralized case) and ransomware resilience efforts for shared services at the Tokai National Higher Education and Research System (THERS, a centralized case comprising Nagoya University and Gifu University), it demonstrates how institutions can assess governance, risk exposure, and readiness for ransomware and Zero Trust transformation through structured architectural evaluation grounded in enterprise architecture and HERM-based capability maturity models, thereby providing a transferable evaluation approach.
